The Las Vegas Valley has one climate, but several permitting systems. Unincorporated Clark County, the City of Las Vegas, Henderson and North Las Vegas each run their own building department. Mailing addresses don’t always match jurisdiction. Summerlin South, for example, is unincorporated Clark County (Clark County). The first step in any pool project is confirming which agency governs your parcel.
The good news is that the rules share a common base. The Southern Nevada amendments to the 2024 International Swimming Pool and Spa Code were developed by a Southern Nevada Building Officials committee, with voting by Clark County, Las Vegas, Henderson, North Las Vegas, Boulder City, Pahrump and Mesquite, among others (amendments). Where jurisdictions adopt them, barrier heights, setbacks and structural assumptions are similar, while forms, fees, portals and review steps differ.
